I am directed by Mr. Secretary Amery to refer

to Colonial Office letter No.52801/28 of the 25th

September, 1928 on the subject of the amendment of the

Hong Kong and Shanghai Bank Ordinance and to transmit

to you, to be laid before the Lords Commissioners of the

Gov.Tel. 26.1.29 Treasury, the accompanying copy of a telegram from the

Governor of Hong Kong.

Mr. Amery will be glad to learn as early as

possible whether Their Lordships concur in the Governor's interpretation, viz., that the amalgamation schemes and

arrangements referred to in paragraph 2 of Treasury

letter F.10158 of the 11th September 1928, are only

schemes and arrangements with other banking institutions.

A similar letter is being addressed to the

Board of Trade.
